From a black* man in America to #blackAmerica on #blackhistorymonth

Message to Black America in Black History Month

From a man of both Virgin Island and Long Island descent, centuries in the American Jurisdiction.

We start off by recognizing Black excellence of a prior era- from when most of the Civil Rights icons the 1960’s and written about the location of a major milestone predicted by Malcolm X- Black America breaking the tie between White America in a former slave state, constant battleground in civil rights fight in the home arena of a King.

Hit “play”

Georgia on My Mind, in a song style that reminds me of Disney songs of the era- A precision and mastery of strokes and notes, born of genius forged of long years. selected to create this multilayered symphony at times simple elegance, woven into a tapestry of tracks blending maintaining & shifting the harmony. With our mutual respect to musical mastery by a Black American Artist, let the song Choice, Georgia on My Mind.

Georgia was not once not twice but three times the delivery of the balance of American power if we are a bit geographically illiterate and remember South Carolina’s role in the Biden shift.

We have an opportunity now, based on how Stacey Abrams may or may not have lost the Governership but helped Georgia deliver a US government within the reach of equity of rights and interest representation in the execution of United States laws. Black America has helped deliver to one of the two ever battling corporations the Democratic National Committee, HQ in Washington DC a sound victory over the Republican National Committee also headquartered in Washington DC, but incorporated in Delaware.

The membership of these two corporations share 99.9% of all Constitutional authority in America, and thus all funds enforcement of laws on businesses, the government itself and people. This membership’s actions depend less on the voters of any state’s wishes, and more with the management of those two political bodies.

The 2020-2021 elections season, was delivered decisively by the increased focus black American turnout and intensity, though in large, lesser intensity by women, Eastern Asian Americans, Caribbean descended, and American continent indigenous folks, Malcolm X once said white folks are generally, and predictably about the split, and black Americans are often the difference .

Malcolm X, whose words and analysis of a time, can guide our understanding of what has changed and what hasn’t and where we can go from here. In the “Ballot or the Bullet”:

Brother Malcolm maps the politics of the time so well, in a format that would inform people of today to ask better questions about the structure of Congressional Leadership.

Fantastic speech, one for the ages. Do I agree with everything Malcolm X says here; speaking with historical knowledge of the changes and the intent of the Congress at the time-no. Nor, I suspect would Brother Shabazz, as he came to be known later in life. Angry, but stirring, and still right about 90%, on number of topics, and hit key issues hard with depth and easy takeaways. The strongest in the most recent listen was on the Economic affairs of communities, and this is a critical conversation.

Frankly, it should also inform on where we have made vast progress- I think sometimes we – me specifically, as well as others, more specifically, don’t recognize the many areas of progress and also where we were before. There’s a whole set of new avenues for the same problems.

His points about economics of communities of color are worthy of great conversation, and productive of much wealth in knowledge understanding and investing in black communities. This should help inform us to move forward.

But the lens of history must bend this framework of Lyndon Johnson on Civil Rights – a President no one doubts said the n-word, but also signed the Voting Rights Act, and appointed Justice Thurgood Marshall, a staunch believer in the promises of equal rights and the words of the Constitution, to the Supreme Court. In 1965, with school segregation legal but interracial marriage not always.

a thing which seems frankly amazing and rapid shift- part of the times and the pressure created by brother Malcolm —Justice Marshall, who only had a few years I think on the Warren Court, but whose wisdom in dissent lighted at least my way on the issue of prisoner voting rights in Richardson vs Ramirez, and toasting the majority on technical and legal grounds, much like Justice Sotomayer does today, and Justice Ginsburg did in Shelby vs Holder(2014).

It is undeniable, from Justice Ginsburg’s dissent that the political positions of power, and government jobs, services and freedoms have greatly expanded since Ballot or the Bullet- (my parent’s marriage was technically illegal in 1970[1], and unthinkable in the US today), have come because of a sharing of power, and any integration of rights- far from perfect, or even meeting Constitutionally required standards- like settlements for wrongful deaths- has generally taken decades, but has changed radically, in what for human kind- the kind in our name has always been a bit, optimistic, if we are fair. Struggle has been the manner of human life, many thousands of years after achieving a dominance that no longer necessitated it.

But given the times, and his own experiences – the fire with which Malcolm X lights President LBJ is understandable.

I appreciate who Malcolm X was, and mourn our collective loss on who he was clearly becoming; and what his words on black economics might have done to radically accelerate the changes we are finally seeing in the promise of the future of Black America, with a long way to go. With more years of scholarship he likely would have discovered the same issues I attempt to map here.

I in my own research suggest some level of Constitutional scholarship, and focusing demands on the language within, because in many ways, there should be more than enough, if the system were enforced as it should be. It is not, and has not since the days of Dred Scott, the Supreme Court case that left in place sins that would erupt into the Civil War. Largely, because people with investments in slaves, as profit and labor of humans, for agricultural exports from the South for a huge piece of American foreign trade, far more important to day to day survival of America just fully linking by train and cable communication. The US Government was looking to turn land into states and needed people, promising training land and equipment, and insured many a farmer, as well, benefits offered only to Europeans, that have paid generational dividends in the trillions. This was a major component of Dr. Kings speeches.

12 to 1 is the wealth disparity between European Americans and African Americans by some estimates, but none are less than 8 to 1, which is obviously separate worlds. And yes this can firmly be reviewed in many cases will see revenues underwritten by govern work available only to white Americans.

The good news, the great news, is that with focus on community investment, I think, largely guided by Brother Shabazz’s mode- if not letter of thinking on the subject, and with a real look at the structures he provided in Afro American Unity, though I admit my clear bias.

NBA players and NFL Players have enough bread to fund- profitably with the black head of the NAIC the I being for investment is a very different world, and Black Unity, and building the economic structures now, while seizing the political action wheels to provide relief for not only past wrongs to own, but also to support broad programs that help people of all colors take those steps up.  The means of production for all of the goods of Black America is very much within the means of Black America collectively.

Prison Population Explosion

Too many people behind bars- living in concrete, which is not helpful to the human life cycle. If the point is rehabilitation, we need to figure out what that means and how to breakthe cycle of ehaviors that brought people in. Not to keep them punished at cost to the State for decades.

Where we have only just recently started moving this back the other way- this is only the fully incarcerated, and the United States of America is the largest jailer in the history of human “kind” .

10 million American Citizens mostly of color without the right to vote for Congress or the President

I turn your attention to the fact that more than 10 million American ”citizens”, mostly of color, are in some status of no voting representation in Washington and could not vote for President of the United States in 2016 and 2020, which was more than Joe Biden beat Donald Trump by, and 100,000 times the 4 state vote difference-109,000 votes that gave Donald Trump an “Electoral College” victory. At least 4 million of those do not currently count in the Electoral College, based on living on islands never declared states by Congress, in over 100 years. My grandfather, who, born around the time the US acquired Puerto Rico, the VI Alaska and Hawaii, a United States Citizen but never in his long life was able to vote for representation in Washington DC, nor my father’s entire generation, nor my nephew, now moved to the mainland.

Stacey Plaskett, and Eleanor Holmes Norton black women representing mostly black American citizens, can’t vote in Congress.

If these problems seem like no big deal- it wasn’t to the white guys who founded this country for the exact same reason, and less people were affected.

Same thing with the thrust of Black Lives Matter- police accountability. The movement, despite some very unfortunate but not unpredictable side effects of social movement, was necessary, and proper, as used in the legal sense. There are many within who call for “defund”, which was unfortunately, more of an informally negotiated compromise position that brings the conversation back to the critical and actually productive conversation of security spending in the United States, rather than “abolish police” The security function, and the presence of people who believe in the laws, or just the good sense habits of a location where  Not sure how people could ever be uncertain of the need for sensible law enforcement; while most people are decent to some group of people, the kind in human kind has always been somewhat optimistic. The clear excesses,  where agencies funded by the state hurt people What crimes police focus on, and the range of crimes enforced is absolutely 100% the business of the people of the United States of America, but there are important individual officers, as well as State responsibilities conversations to be had that will be complex.

Crispus Attucks’s (a Bostonian mulatto )shooting is mentioned in the Declaration of Independence (not by name), and there’s due process – twice in the Constitution- making the current issues the more troubling- because the problems Black Lives Matter are already deeply entrenched in US government Constitution, Congressional Statutes and state laws, like the British colonies of America, and any English Empire system- since 1307, life liberty health or property affected by government funded activities at all are supposed to see a judge

Court system, and laws the Constitution were written from within the English system of law the principles for which today we now must still struggle. Perhaps the lesson is that there is always some struggle and the nature of systems of rule to pull away to themselves -great if they do great things, but merchants producing great wealth always require some oversight, and governments must be held to account for review of infractions of written law.

The Founders are both very clear and very fiery about it- and then later got they guns and did something about it. Between the clear precedent in the Constitution for 5th and 14th amendment due process, and the Representation in Washington, hopefully we won’t need the firecrackers or muskets.

No person, shall be deprived of life liberty or property without due process of law

And since the matters criminal and civil – the 6th Amendment

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence.

The referendum to grant voting rights to the more than 1.5 million formerly incarcerated people of Florida, (1/4 adult black males cannot vote because felony disenfranchisement)overwhelmingly passed in 2018? to my surprise- nearly 2/3’s of Florida’s voters supported a referendum to restore voting rights to these folks. A slight minority of Republicans in balanced Florida voted to advance the cause of their fellow man in voting rights.

The state legislature had other ideas, and tied up voting in the courts and with findings that until fees were properly paid voting rights privileges wouldn’t be restored. Apparently the actual costs- the bills outstanding aren’t reliably being given. Florida to people who have done their time- you can’t vote until you pay? Citizen: how much do I owe? Florida: oh, we don’t know, we’ll get back to you.

This is 1.5 million American “citizens”, more than the populations of Idaho and Wyoming combined. More than Tampa Bay.

I leave off with a short MLK in which he entreats a young audience to learn so they earn. We too must learn, to settle the very real issues that have plagued us, turn and face them, with the knowledge that we are in the right with the words as they are written, and within our grasp lies great possibility for the future, but also careful steps. All of these guys got shot.

Hopefully we play for less personal stakes. The battle for the future for the Black in America, and America is on going, but this is the time to march forward

Below is a link to the Homestead Acts, one of MLK’s big themes- and important historical context on what is possible

Strategic Design for the Human Organism

Write a blog. For your own site? Curious, curious idea. So NEW YEARS (better blog title?) resolutions are Goals. For the Up coming year, and a year, and in this case a decade long review. I am generally an advocate of better recording of cycles, and the matching something akin to what they call Key Performance Indicators in fancy business consulting speak. Revenue is always first, time for revenue is the owners side of paycheck dollars per hour. What are the Key Performance Indicators of my life, and my business and where am I on the progress of this soon to be expiring decade. So I looked back to a post I had when my primary website was called Alg0rhythm, from 2010, the precise start to the decade. And as I just Facebook posted (for sure a future time signature reference for the start of the Information Age) I start the new decade with a heightened focus on the execution of tasks in month cycles and daily structured activity, and look forward to the new… year bringing definition to the topics laid out in this post from the start of 2010, just added as a separate WordPress instance on this domain, but that it’s still without comments function speaks comments, but the content still strikes mighty intellectual blows, that could be the start of something very, very, real and very wonderful for us all, and an ease to the headaches of this gnarled branch of very solvable problems we’ve been talking about for decades. http://thecallforunity.org/Tang/alg0rhythm/category/introductionstart-here/

Daily American Carbon Dioxide Emissions, Greenhouse Effect History

Daily American Carbon Dioxide emissions, per capita

Daily American Carbon Dioxide emissions

19 Billion Pounds per day, just from oil.

Total Daily American Carbon Dioxide emissions of the United States is nearly the body weight of all 324 million citizens every single day.

In your name, 100+ pounds of Carbon dioxide is burned into the atomospher every day of your life part of the Daily American CO2 Emissions on the order of 40 billion pounds today, tomorrow and the next day, after a few decades that adds up.

Worldwide CO2 in the atmosphere has increased by 40% from 280 ppm to 410 ppm in 50 years.

For perspective

For perspective, your significant other’s weight gain of 40% is 150 to 210. A sign that something significant is happening you needs to talk about. Your body weight in CO2 into the atmosphere every day?

That’s absurd, every way you slice it. and science? Scientific and mathematics geniuses developed the theory in the 1800s. Fourier in 1820’s describes the effect of carbon dioxide to warm atmospheres, as part of his project to uhhh ho-hum calculate the energy of the Sun on the earth, and came to the realization the gaseous layers must have an insulating effect . Not well known outside scientific circles his work is likely used in every manufacturing laboratory in the world and will be as long as humans have laboratories. He wrote the mathematics for the verification of equations developed from observations ??? I can write that but not understand that, you dig, this guy was on, and people verify his work thousands of times a day. Other Super scientists Tyndale, and Nobel Prize winner Svante Arrhenius wrote the book called “Global Warming” describing the modern theory exactly down to the now measured change in the oceans in 1896.

If the science is too new for you when will you accept cell phones?

Facts

  1. Gases composition is a slightly more complicated version of insulation for the earth.
  2. Mankind’s emissions are absurd and have increased one type of insulation by 40%- a lot of extra blankets.
  3. We could live the SAME lifestyles with less than half of current resource usages.

We haven’t talked yet about the very real possibility that this would all end in a biblical end times scenario, and for the biblically hideous waste of resources for no material benefit other than a poorly calibrated incentive management system.

It’s been a long time UNity- Education Vison Connection

Bold goals. Long overdue.  But we need this now more than ever, and the difference definitely must be reflected in my own role in my own responsibilities for situations. My own pain over my failures over not having done better for myself was truth but also was some weakness that needed to die immediately, and had to be recognized for it’s inherent duality. As Eleanor from the Good Place, would say, we might as well Try.

THiS vISION OF MINE WAS CONTROVERSIAL AT OCCUPYWALLST.ORG But the world is still and always will be a better place with this construction. Please take some time and a couple of looks and let me know how you can help. But the focus is on bringing forth a new cycle of this image we will focus on for exactly one week and structure it’s parameters into something new, but likely structured similarly.. and equally blessed if it is not. an Alg0rhythm indeed, first structure iterated by a 0.

If you want compelling, science, and sensible application of the laws, of the research, of the vast resources of humanity to the betterment of humanity, stay tuned. Help- spread the word, learn yourself, make your voices educated, and voices for the truth. Give what you can, it will help, and you will learn and grow stronger, as will those around you.

Providing a knowledge based and civil framework for intellectual discourse,
requiring learning and crystallization of common concepts and terms for a
productive discussion, making sure to separate fact, theory and perspective. A Space and spaces to engage educate yourself and influence public policy, make your words heard and your actions felt.

We ourselves wrap into the principles, and dedicate our paths forward move the past forward, and the past back we keep the paths forward.

The Science of Liberty The ideal of liberalism is universal peace and mutual aid. “The starting point of liberal thought is the recognition of the value and importance of human cooperation,” wrote the economist Ludwig von Mises, “ and the whole policy and program of liberalism is designed to serve the purpose of maintaining the existing state of mutual cooperation among the members of the human race and of extending it still further. . . . Liberal thinking always has the whole of humanity in view and not just parts” Liberals are opposed to war not only for the usual reasons but also because wars tend to aggrandize governments, ballooning their budgets and emboldening them to draft conscripts. Similarly liberalism opposes colonialism, racism and every other form of oppression. There is, however, one inherent problem with liberalism. Since absolute liberty would be anarchy, liberalism must sanction some form of coercion to prevent the strong from abridging the freedoms of the weak. The troubled history of American race relations is replete with examples of such il-liberalism on the march: The white robed Klansmen who bombed churches and burned crosses might be said to have been exercising their freedom of speech and association, as were the white American shipyard workers who harrased their black coworkers during World War II. TO prevent such injustices, liberals concede to government a monopoly on coercive force. The police, the national guard, and the military are entitled to employ force, while corporations, vigilante groups and self appointed militias are not. This governmental monopoly on coercive force calls forth two further liberal mandates. The first is equal protection under the law.(Locke: where there is no law, there is no freedom.”

Ideal of Liberalism

2-28-2017

The Science of Liberty

Timothy Ferris

The ideal of liberalism is universal peace and mutual aid.

Upgrade America

21st Century

Upgrade for America

The greatest economic expansion since WWII post war boom, using government loan guarantees to attract massive quantities of private capital into a simple vehicle for rapid action upgrade to American built infrastructure, energy, transport systems.

Benefits:

3 Million new jobs,

140 billion+ in additional tax revenue,

1st year 6.4% GDP growth (conservative estimate),

4% over 5 years average,

10 % cut to GHG (with more after testing begins),

Unemployment down below 3%,

Greater currency circulation

Year 1 (Building focused)

Inputs

    (in Billions)

 Bill contents passed through Congress

National building code, with penalties, and hold on sale/rental based on energy efficiency levels( R-25?) for building envelopes and (R-6?) for windows,, as well as energy usage meters on cords of devices, phase in 2022, which is also the payout year on the lend loss insurance. National recycling standards bill, requiring 2 weekly pick up, and 90% material reusability for electronics and most consumer goods.

25 Training program –

{Treasury} Goal: Turn out 2 million qualified energy installers/upgraders Priority for recent  fossil fuel employees

100 Lend-loss program

Government promises 100 billion in lend-loss funds to insure the change over market in year 1, which they will approve a 10-1 leveraging, meaning 1 Trillion max for no money down, and makes the investments triple A.

{Public sales} Lend loss fund for 1 Trillion(assuming a very conservative 10% fail rate) on  (30% of real estate value in low interest in gov backed conservation bonds for efficiency(up to 50% deal size), generation (20%)(either on building or shares in local community energy generation where on building does not make sense) , cosmetic(max 30%), including some  redesigns that encourage recycling

25       Energy and public infrastructure research increase

100     Infrastructure fund out to states- mostly for existing systems, allocated by population

Outputs (in B$$)

1000 Retrofits and upgrades–

10 Million buildings being upgraded, building material sales, labor

+140 Revenue increase

Assumes a very low Income tax collection of 14% on the trillion spent

This plan is building focused- while buildings are said to account for 40% of ghg’s, farmers aside, people don’t use electricity in fields or forests, they use it in buildings. So addressing energy supply at the building level will begin the process, and by putting energy efficiency measures in place, electricity generation needs will drop.  Buildings are also simpler than transportation, and upgrading homes, buildings may be controversial about when, but generally a crowd pleaser. The transportation upgrades, will require additional technologies, and land appropriations so to do at scale will require

While this program template is based on a national model, similar models could work for state and city governments as guarantors, as long as building codes get passed.  Obviously real estate values would change rather than income tax collected would be the source of government revenue.

Overall synopsis:

A GREEN NEW DEAL FOR THE USA 2.0

Darrell Prince, Jon Rynn, Ph.D. and Brian D’Agostino, Ph.D.

copyright 2017

More than four years after the U.S. economy entered a nominal recovery, unemployment and underemployment in 2014 in much of the country remains at recession levels. During these years, Hurricane Sandy and an epidemic of droughts, floods, and tornadoes have devastated much of the country, reminding everyone about the rising sea levels and extreme weather events being caused by climate change.  Both of these crises—economic and environmental—have a common solution that is politically and financially feasible.  In this paper, we outline a policy that can achieve this solution.  It offers the single best program for any political leader wanting to deliver on campaign promises of providing economic relief to the middle class and poor, while investing in a sustainable future.

The Green New Deal we discuss involves a unique partnership between the public and private sectors and features a bold program of investment in energy efficiency.  The main form of this investment would be refurbishing single family homes, for state of the art energy efficiency and energy generation.  Such housing stock is currently the most energy inefficient of all housing, and thus “low hanging fruit” for any effort to reduce private energy costs and the nation’s carbon footprint while simultaneously creating millions of new jobs.

What currently prevents such investment from occurring on a large scale?  According to the American Council for an Energy Efficient Economy (2013), financial institutions have ample funds to loan for such purposes and the economies that can be realized from such investment are indisputable.  “By far the greatest obstacle identified by [lenders],” they write, “is a lack of customers actively seeking financing for energy efficiency investments.” This sounds like lack of a good old-fashioned, Madison Avenue demand generation marketing and advertising campaign, as well as a “tin men” style of door to door sales.  The remainder of this paper discusses a public policy innovation that can greatly increase consumer demand for energy efficiency investment and open a vast flow of private capital, earmarked for such improvements to homeowners, creating millions of productive jobs and revitalizing American manufacturing.

The Green New Deal we envision involves two parts:

  1. A national energy efficiency building code standard, and clean energy generation  requirement.  set in place for 5 years hence, and
  2. The issuing of a $100 billion in loan guarantees that would absorb private capital and approve that as a 10-1 leveraging as insurance issued.

Making a conservative estimate of twice the current fail rate of such deals of 5%, a 10% coverage means such a program covers a trillion dollars in investment deals of this type.

Assuming the US is able to capture 14% of this revenue back as taxes, interest rates on the bonds are easily covered by $140 billion in extra tax receipts.

Moreover, the number of buildings (100 million) in the US, means that conversion market will need 7 trillion minimum before all is said and done, which will have a 10-12 year payback on energy savings—a lot of financing, on simple deals.

With this much money flowing that way; large scale demand generation, and product companies will develop quickly to take advantage of such a large emerging market; and big capital will move from plodding antagonist bent on protecting existing cash flows on fossil fuels to enthusiasts seeking to move into low-risk high volume plays, that will also yield several high risk, high reward new technology plays.

Rather than  just traditional bond markets; the bonds themselves would be targeted towards traditional commercial banks, with these bonds being eligible as “reserve capital”, thus ensuring buy-in from large institutions, though a disproportionate number would be earmarked for smaller banks. The bond sale would serve as “buzz” for the deals themselves. It’s also a huge PR boost to banks, headlines that read ”Wall Street saves the World,” is a little different than their current pariah status for most Americans.

The private financing would make ultra low interest home improvement loans intended to retrofit housing for energy efficiency, energy generation and remodeling.  The program should be designed to require a bare minimum of paperwork from homeowners and very small increase in monthly costs.  Once the improvements are made, the loan can be repaid out of the savings resulting from lower costs for fuel and electricity.

This funding system uses public policy to create incentives for private lending by increasing consumer demand for investments in energy efficiency.  The citizens earn interest on bonds, more stable reserves from customers, as well as high volume of low risk deals, the homeowners undertake the investment and realize long term cost savings as well as measurable status upgrades to their homes, and the US  reaps the positive externalities of large scale job creation and a greatly reduced carbon footprint.

The job creation would occur through a multiplier effect—homeowners would employ contractors and their workers, who would purchase materials from local businesses, which in turn will need to be manufactured, spurring job growth in manufacturing as discussed by Rynn (2010).  The program embodies the principle of “subsidiarity,” namely the use of government in a way that empowers, rather than pre-empts, action in the private sector (D’Agostino 2012).

American Upgrade Methodology Section

GDP growth- 6.4% added

1 trillion total approved leveraged capital for Upgrade systems

150 billion in Federal spending

(training program+ infrastructure program+ additional public research)

+

20 billion in additional private R&D revenue

10 Billion in monetary currency bonus (for more money going into lower and middle class)

US GDP 2016 of 18.57 trillion

19.84/18.57 -1= 6.4%

3.5% over 5 years average,

While this is admittedly guess work- additional volumes of work  is expected as the industry ramps into full production, allowing it to take on an additional 20% volume Also, we would expect that by year 2 the transportation overhaul will begin in earnest, itself a multi trillion dollar affair

Steps, by department

President

Public address to the nation:

Aim for 10% reduction in energy usage by simply asking

Ask the country to shut off extra lights, people and businesses(downtown DC is a good example as is the earth at night)

D of Ed

Audit national high schools- make sure there is funding for, and widespread shop classes in high schools, add energy generation and conservation unit to curricula, preferably on a Knewton type system, which will expose teachers to advanced teaching tools.

(also helps to address a mechanical skills deficit in our youth)

Coordinate the stipend/ scholarship agreements with land grant colleges, and together with DOEnergy and energy accrediting agencies, develop curriculum for energy efficiency/HVAC/alternative energy generation

EPA

Establish at tap water testing as a right for renters/residents, and require that fracking chemicals be publicly disclosed, and begin studies of wastewater sites, develop test criteria for agrobusiness sites for GHG emissions, regulate trash as a pollutant, and require composting and twice weekly recycling pickup. Look to regulate methane as a pollutant.

Agriculture

Test agrobusiness for GHG emissions and look for longer-term emissions cuts

HUD

Financing for multifamily unit efficiency upgrades does not count towards debt maximums, energy audits mandatory, as is environmental testing (air and at tap water testing), once a year for failing standard every 5 for passing it.

Fannie Mae

require efficiency audit, and minimum 50% alternative energy purchase for funding (local or from provider) On all new deals, require an upgrade to new standard within 2 years.

Federal Reserve/Treasury

mechanism for distributing green bond sales, and allow bond sales to count as reserves up to ? % of total value

Additionally, while the green bond program is excellent for providing people with investment alternatives, and provides Wall Street with impetus to push these programs, in truth, the easiest way to fund this would be a “temporary monetary expansion” meaning the Federal Reserve makes all of those loans (through proxies) and as they are paid back the money is taken out of circulation. It is the same mechanism as QE, but fixed term.

Opinions from the Fed regarding this should probably be issued

ACEEE+ DOE+ Energy Star??

Create energy standards for national building code, (min r-20 for walls and r-8 for windows)

and audit type – projections for cost savings over 10 year span. Recyclability standard research for consumer electronics and lifetime measurement.

DOE

Focus funding on retrofit research for buildings, vehicles and gas stations(start with military base?), equity funding on for municipal bio gas systems, on cord energy metrics system for new appliances, recyclables sorters, build large accelerators, and plan on loan portfolio being a 50% loss- progress is risk

3 year delay on DOE developed technologies going overseas

Sketch out national recycling program(Commerce?)

Create template national building code and costing estimates for min  50% reduction GHG emissions per capita

Congress

Pass recyclability 90% standard, and minimum average life for consumer electronics sold in the US 70% or so and 3 year minimum average lifetime, and a national building code.

Pass Bond issue.
